Speaking as a mariner....... the tanker is calssed as.....

being Restricted in its Abaility to Manouvre by virtue of its draught and in shallow water like the Solent, would be having to keep within a buoyed channel. It would therefore have the right of way over the yacht in this particular instance IMO.
