that's a load of bollox, of course

eg from cricinfo (which is Indian-based):

"the umpires asked Dhoni if he wanted to withdraw the appeal retrospectively, but Dhoni said No."

If Bell were 'playing outside the rules', the umpires would hardly have asked Dhoni if he wanted to withdraw the appeal.
