they would have been operating under strict rules of engagement

clear instructions on the appropriate levels of response right up to and including the use of lethal force. every commander would have been well trained in the legality of and use of. every single soldier would be aware of how and what levels of force they could use. the UN is unsuited to implementing peace and this was not a peacekeeping mission. there wasn't any peace.
