and you don't absolve yourself of any responsibility for your own troops just because they

are operating under a UN mandate. they had a duty of care not only to the people of bosnia but also to their own troops. surely they must have known the tactical situation on the ground as well as the political one? or did they just assume that the UN would look after it tremendously?
