This is very grey.......it may be down to the "spirit" of the rule.
As we know PL rules say we have to allocate a min of 5% of tickets to casual supporters.
Us breaking the rule may depend on how the PL views "casual supporters"
NCFC is basically saying that if you want a shot at the casual tickets you must pay a fee to become a super member (to enter the ballot, which Will Hoy said today will take place in the future)
This is making the allocation exclusive and part of a group (like season ticket holders)
I understand counter arguments could be made but after the Olympic ticket bulls**t its a question that may be looked at.
You may get somebody filing a complaint with the PL saying that he shouldnt have to join a club (and pay a fee) to get a shot at tickets that "in the spirit of the rule" should be availaible to everyone.
Again it depends how "casual tickets" are defined by the PL.
