Shame he's been unable to resist bombing an Arab country too

Is it mandatory or something? Is there some hidden bit of the presidential oath which says "I solemnly swear that at some point during my term of office I will unload whole bunch of ordnance on a small Arab country incapable of conventional warfare against me, so help me Gaaaaaaaaad"??? Or are they just addicts?
