To be honest I can understand Kenny's stance on Pacheco...

When you're a manager / coach you like to do stuff "cleanly" so with only a couple of games left and your previously underachieving side is starting to knock out a few good results / performances, you'd like to basically not change that squad, and at the same time not suddenly give a chance to someone who has been training in a totally different environment for months. Makes far more sense for him to sit down post-season, discuss with Dani what he liked about his Norwich stay and what he'd like him to work on in the off-season, then give him his chance to impress in pre-season.
