Once caught, perpetrator will get a suspended sentence, some shrink order

of which they'll not attend, and then on the news in 3 years time they'll have advanced to killing humans

At which point the police will do a big flashy press conference, then the tabloids will destroy the nearest innocent man who "looks a bit funny"

Then the killer will get caught, costing about ?4m in total
