Well, actually, I'm more in your camp that I admitted in that first post.

But you've got to sell the idea to the proletariat, I mean the electorate, haven't you?

I still think my ministry idea is sound, but it can't be 100% of the solution as you correctly identify. (As an aside, imagine a Ministry for Knowing Who The Cunts Are. Imagine the possibilities. It isn't just Lavatorial Affairs, although that would clearly be a large Department in the Ministry).

Monitoring of public conveniences is another tool in the armoury, although one the public might not take to initially. Which is why I'd propose unannounced inspections of private facilities (homes, offices, factories) etc to try to identify those most in need of some for of re-education.
