Essentially, yes. They want you to use iTunes for everything.

Actually, I think you probably can drag-and-drop pictures onto your main photo album, by connecting your phone and navigating though the menu structure. You can certainly drag pictures off your phone like that.

But other stuff - music and that - it has to be iTunes.

Unless you jailbreak the phone, then you can probably do what you like to it - but I don't really know anything about that.
