Troy returned to Spurs in November 2008 without making an appearance for Norwich although City can recall him. In January 2009, Troy was loaned to Exeter City where he made 19 appearances. On 24th July 2009, he was loaned again to Exeter this time for 6 months. After briefly returning to Spurs in January 2010, Troy made a return to Exeter on a permanent basis
