That's fine, let the FAW have it's own rules

and if QPR are found guilty of breaking rules that don't apply to Swansea or Cardiff, they can't benefit from them either.

Deduct points, send QPR into the playoffs, Cardiff finish 2nd, Swans 3rd, Reading 4th. Reading go up auto and Cardiff Swansea have to go through the playoffs.
