Swansea and Cardiff already get paid millions from the Premier League rather than the Football League & FA, as it would be against football regulations to pay money direct to clubs belonging to the Welsh FA.

To get around the regulations, the Football League & FA gives the Swansea and Cardiff money to the Premier League, and the Premier League passes the money to Swansea and Cardiff.

If the Premier League didn't fence the money then Swansea and Cardiff would have to play in the League of Wales.
