I thought this today.

They are waiting til the last game of the season. Lets say that they are 9 points clear with better goal difference. "Yes, we are going to punish them severely - 9 POINTS reduction for their terrible indiscretion, don't do it again. Let that be a lesson to them!!! Now then....oh, they've still won the division!

the other point is, lets say we were second and they get deducted enough points for us to win.....would we really want that trophy? It feels like we would have won by default - I wouldn't be happy with that, I'd rather take 2nd thank you.
