same here mised out on the last 4 ballots

I had a vision of all the applications coming in being sorted so that the first applications in were at the bottom (including mine ) of a big pile and the applications which arrive on sat morning at the top and the ticket office idea of a ballot is start on the top and keep going till they run out of tickets
