They're so short staffed and so many of those are under skilled or under motivated or both, that they have little choice but to make an absolutely harf-arsed, in fact much less arse than that, a tiny fraction of an arsed effort at getting an individual bill right, and then hope that the individual in question does their quality control for them.
They're not c**ts, they just do a very good impression of c**ts. Better managed, and although it's a different kettle of fish, I believe better funded, they'd do a much better job.
But funding cuts, staff cuts, etc, it's only going to get worse.
