Perhaps a good chunk of our offer is contingent on promotion (so not guaranteed money for them), and them holding out for somthing that gives them a guaranteed ?3mil regardless of whether we're promoted or not.

They won't want to be in a position where they've sold their star striker, miss out on promotion because of it, and then our own promotion gamble doesn't pay off and we don't cough up the full ?3m.
