chaps - advice on proxy servers

Im in france and need to place a load of bets. also im going to be living here soon hopefully, but cant get betfair to work here. apparently you need something called a proxy server to get around this problem. problemm is im a muppet and dont know how to do that. any advice on the best way would be very helpful!
