I've not seen it, but I think Coogan misses the point somewhat

when he "dares" them to make similar remarks about Islamic fundamentalists.

The reason people can get away with these kind of remarks is because there is no tension between the people saying the joke and those on the receiving end. There is no (as far as I'm aware) long running tension between Mexicans and Brits.
