well that's not entirely the answer

A '#' before a word or phrase on twitter creates a hyperlink which if clicked takes you to all other usages by other tweeters. It therefore effectively creates a messageboard for a particular phrase or topic.

For example most Norwich City tweets have #ncfc on them so other tweeters can share their NCFC thoughts.
