big difference between power of persuasion using argument - however you do that - and the power of personally enriching the people who are making the decision.

That way it doesn't come down to the quality of teh bid - and so you get a worse outcome. Whereas trying to make the best case - however much you spend on it - should still tend to a good outcome.

So a big difference, I think.
