genuine question on this

is it that the money is being cut from schools, or is it that the money is staying the same but is no longer specifically for sport?

(i know that's the government's line on it all, but are they taking away from other areas and expecting headteachers to fill that hole over there with this money what was for sport what's sat over here - which really wouldn't suprise me?)
