"mass campaign" = the can't pay, won't pay thing was part of the protest.

I wasn't suggestin that simply the rabble (including me) changed everything, but it was the final and almost defining bit.

A mass of people took action. Whether that be kicking off in London or going to court to say they couldn't pay.
