At Pool, as it became clear that they were just getting worse and worse, the story became "look at those nasty owners, my hands are tied, if only I could buy decent players"

Now he's at Inter, where he's got all the quality any manager could hope for, the story is "poor me, what a difficult act to follow, never mind"

He's basically rubbish (in the sense of not being quite good enough at the very highest level)
