Cheltenham is on the Southern side of that border though?

pretty much due East of Gloucester, which is south of their border. And the divide goes North-East from Gloucester.

So Cheltenham definitely in the south, according to them, not the north.

Or does Chelts live somewhere other than Cheltenham?
