Considering mafia could have had 3 red cards

It's debateable if they should have even had the chance to come back

But then, there seems to be no effort in trying to level decisions out. I'm sure Mike Dean has a reasonable explanation of why 1 player going into the crowd is 1 yellow card, and another is no action
