The ghillies spend a lot of time studying the herd(s), seeing how the breeding's gone, how many hinds there are (they thin out the hinds, that's where most wild venison comes from), what condition the animals are in, what rivalries are devloping among the stags. Then they plan the annual cull round that information. But sadly sometimes money talks.
