there are lots of little dvd shops. I've bought a load in a few shops in a galeria (small shopping centre) on the Plaza de Armas, top right corner looking towards San Cristobal. It's a gallery with the Nilo porn cinema
For renting you might be able to join with your passport, but possibly not without a Carnet
