Becuase that's (part of) the point of the BBC.

Providing public service broadcasting, sometimes for minority groups (S4C, 6 Music, Asian Network, etc) who otherwise would have to rely on commercial broadcasting that doesn't exist.

I'm afraid you're going to have to man up and accept that that how it works.
