"In essence the scheme is simple. There will be allowances for all families with children. The allowance will be at the rate of 5s. per week for each child in the family except the first, ... it is not the intention of the scheme that parents should be relieved by the State of all financial responsibility for the bringing up of their children. There is no allowance payable for the first child of the family, because it was considered that family earnings should enable the parents to provide adequately for the first child without any cash assistance from public funds."
