Good logic, but wrong. They opened the side stands only to start with

I guess because they will be seen more on tele, so wanted to fill them so it looked like an OK attendance first.
Then lower tiers of the ends (which TV will see) then upper tier of river, upper tier barclay was the last stand to open after other areas had sold out (or mostly sold out).
