The only thing that works is ringing them up, again, again and again. If your client is at a meeting and will be back at 4, call back at 4 without fail. If they're on another call say you'll hold for as long as it takes. Just keep hammering away at them, in the end, it becomes easier for them to pay you than handle an endless stream of calls. Don't bother with emails - easiiy ignored - be the Terminator "He will not stop".
