Admittedly, Sky are being a bit dsingenous by saying you can get that speeds, and they are being truthful as you are getting up to 8MB/s

I would certainly be looking at the BT infrastructure as your issue though.

There is a test you can do that tells you how far you are from your local exchange, and what speedsd your exchange is capable of.
