Football isn't that easy to fix to be honest. Certainly not

subtly, and that goes for players and officials.

Unless you have the whole of one team bought off, that is.

Mind you, that's just results. I'd imagine the one way a referee could influence betting would be timing and/or number of fouls conceded. Perhaps the same with cards.

But a referee can only make a contribution - send a player off, give a penalty (but then you at least need the play to be in a certain situation before you can even do that). But he still cannot be 100% sure of deciding the result whatever he does, really. Unless it is ridiculously obvious and silly like disallowing every goal from one team, and giving a goal to the other team when it went nowhere near the goal.

Not easy easy to fix as 1 v 1 individual sports - for example, boxing and tennis. I guess the reason why we don't get many scandals these days in those two sports is because they earn so much from it anyway. Even golf would be tough. Best ones are the 1 v 1 sports where all you have to do is ensure you are worse than the other guy.
