It, and ones like it, are very well known within TelCo and we assess every project for fraud threats like that.

Had one a few years ago (before the loophole was fixed) where drug dealers did something similar- leased premium phone lines, then bought en masse a stupid offer the telco had (pre-paid SIM with a "free" 5 euros on it).

In fact it wasn't even technically illegal - they just saw a loophole. But they will try this stuff in any way they can.
