Never ever seen it happen but it basically covers if a player or other staff member comes from outside the field of play to make a tackle on a player who is clear on the way to a touchdown.

It was brought in after a famous one (cannot Youtoob it - it's an old black and white clip) where a bloke is all on his own steaming down the sideline, nobody near him, and one of the subs just gets up and blindsides him.
