If you have enough threads, it's insurance against some of them breaking, but when that sort of thing is under rotational forces, the shape of the ball will alter, and that would be resisted by some of the threads, and others would would go slack - which would move the chip, which would move the centre of gravity of the ball, which would change the spin and bounce.
So that's a seemingly good idea which turns out to be rubbish.
Fill the ball with a light foamy sponge sort of thing? Again, it will behave differently.
