I agree about trying to avoid hold ups
That's why my suggestions were focused on situations where the ball HAS GONE DEAD
So - Frogs score a goal. Irish go mad saying it was handball. Ref is entitled to refer upstairs. Only hold up is to the kick off.
Tevez scores a goal. Chile say he was miles off. Gets referred. Again, only hold up is to the kick off.
Ball goes behind and it's either a GK or a corner. Gets referred. Again, ball was dead, no real delay.
The "did it cross the line" thing is trickier, my suggestion being "play on while the 4th official has a look". A chip would be much better IF it was reliable.
And of course the "post match citing review" doesn't hold anything up at all
