Big clubs buy up anyone who is a potential talent

then don't bother with them that much - loan them out, keep them on the bench, then see that that position can be filled for vast sums by a foreign player and off they go. I think the homegrown rule may help a bit, but it's not the complete answer by any means - as they'll probably just buy a few more that they don't intend to play.
