I think it is just the beginning of tournament, that stat of fewest goals is probably just a statistical anomaly. You'd need to campare the goals from each match and the world rankings of both teams and blah blah blah to make a good compaison

but it is Most likely caused by, as suggested earlier, the 'minnow teams' being more like 'perch teams', there is not a huge difference between teams as the majority of the good players follow the money to Europe (and the far east) and the migration of managers increases the awareness of fitness, tactics etc.
