Cameron to fly flag of St. George over Downing Street during the World Cup

He had to defend in parliament this morning that it would not cost the tax payer anything to do so.

"There was some question that this was going to have a cost impact but I have managed to cut through that and I can say, at no additional cost to the taxpayer, the flag of St George will fly above Downing Street during the World Cup," the prime minister replied.

Why is it going to cost the tax payer for someone to go on the roof of Downing Street and change a flag?!
