They're probably still running somewhere

As a process which hasn't ended properly. Either give it a reboot, or if you're feeling techincal press ctrl + shift + esc to bring up the task manager. Click on the Processes tab and look for any instances of Firefox or Chrome running. Right click, end process. DO that for all of them, then try your shortcuts again.
