It's usually the chief exec of the local authority that's been represented.

The buck stops with them to ensure everything is done by the book, the electoral roll is up to date, ballot papers and staff are distributed etc. Quite often a council chief exec is too busy with their nornal job, so there's an acting returning officer, ie someone delegated the gig by the returning officer.
