^^^^ Exactly right. This happens ALL the time. The rules are broken on a regular basis.

We've made an offer to Colchester and they are being churlish.
Slap on the wrist, and a fine, and a word in Col U's shell to be more reasonable next time.
That would be the FL's approach, the only slight worry is that it is an independent panel deciding, not the FL.....
