Not sure how a bad pitch effects scoring?

In the NFL wind is the big factor that drastically reduces overall scoring where as something like snow doesn't have much of an effect which is suprising to some.

I would think a bad pitch probably stops the flowing football and speed but also increases defensive mistakes so is probably a wash overall to a normal pitch.
