I think he's over egged cos it's a good way of keeping old theatres going

so the government keep it on curriculums for the old safe punt (1.01, everything's gone green, booooooooooom, mug, laid it off at after the first act etc etc), instead of them facing pressure to either shut down clapped out old theatres, or having to fork out to subsidise them
