then it only encourages people to carry on.

It isn't just the job of the police or justice system, its always been the responsibility of society as a whole to demand we behave in an acceptable manner.

We can't just wash our hands of this, then cry 'nanny state' when public vigilance has to be replaced by technological vigilance.
