Can ANYONE tell me...

why on earth Paul McVeigh would be on the bench, ahead of say a Micky Spillane?

We have one defender on the bench in Drury, yet midfield cover in Hughes and McNamee, and strikers in Elliott and Johnson.

What possible scenario is going to see McVeigh play ahead of any of them?

Bizarre.
