Whilst it's true that funding was withdraw from the levee repair programme, the engineers involved have acknowledged that the levee programme (started in '95) was only ever authorised to build them to a fast moving Cat 3 hurricane standard.

the one that hit was a Cat 4.

So even with all the funding in place, it wouldn't actually have prevented anything.
