International qualification criteria

How the copper-plated f**k did cricket get itself into a position that 3 years residence in a country qualifies you to play for its international team? If footy did that, we could have an utterly amazing team - almost none of whom would be English. And what would be the point of that? How on earth have we got into a position where international teams in different sports have wholly different rules about who qualifies to play?
